Redstone does not travel on slabs properly (was resolved but now is back)

When you try too activate redstone on slabs (or any non-full block) the signal can travel up but not down

 

What I expected: The redstone signal to be able to travel both ways

What I saw: the redstone signal can only go up the slabs and not down them
