Mace enchantments much more common in villager trades

I beleive this is a bug, as when I reset a villager's enchant trades about 10 times, 5 were mace enchantments (breach, density, etc.)

This actually effects 1.21+ but I was not able to select that version in the bug report, though it does still effect 1.21.4

What I expected to happen was...:
The villager's trades should cycle randomly

What actually happened was...:
The villager's trades were much more likely to be mace enchantments like breach or density.

Steps to Reproduce:
1. make a librarian villager using a lectern.
2. break and replace the lectern and check the trades, cycling the trades.
3. you will likely find that most enchantments given are mace enchantments.
