Game character skin change problem

Neither the official minecraft website to change the skin, uninstalling the game and reinstalling it, nor the game launcher can be changed. Newly uploaded skins can't be changed either, it's always been a NOOR skin. I don't like the skin! Fix this as soon as possible!
