Axolotls no longer visually face in specified directions when summoned with commands

The Bug:

Axolotls no longer visually face in specified directions when summoned with commands.

Steps to Reproduce:

1. Summon an axolotl that's looking upward by using the command provided below.

   /summon minecraft:axolotl ~1 ~1 ~1 {NoAI:1b,Silent:1b,Rotation:[0f,-75f]}

2. Enable entity hitboxes by pressing F3+B and observe the direction that the axolotl is looking.

Observed Behavior:

Axolotls no longer visually face in specified directions when summoned with commands.

Expected Behavior:

Axolotls would visually face in specified directions when summoned with commands.
