Sometimes a rail in a intersection can't turns when it powered

There is a rail in a intersection. When you place a redstone_torch, redstone_block next to this railway, it doesn't chance. if there is a detecour_rail powered next to this rail and they didn't connect, the rail doesn't chance, too.

I tried almost all of the ways to power the railway, but they make the rail turns in expect.
