Glow Squid not spawning in man-made water

If you make a location for Glow Squids to spawn they are not going to.

Observed Results:
No Glow Squids are spawning

Expected Results:
We should get some Glow Squids to spawn (From 5-8. The mob cap is 5 but due to the fact that they spawn in groups, more of them can spawn)

Screenshots/Videos:
You can see water box that's in the River Biome, it goes from y=-64 to y=30 and it has stone roof above the box at y=31. As you can see I didn't get any to spawn.

Notes:
I made the world on fabric because I wanted to use world edit but then I started this world on Vanilla 1.21.4 game.
