Some blocks keep making noise in debug mode world

Steps to Reproduce:

1. Create a debug mode world and join it.
2. Find a block in the list of affected blocks below.
3. Listen to the blocks.

Expected: Such blocks should be silent.

Actual: The blocks keep making noise because they try to change their block states.
