Pillagers cannot actually pick up crossbows

1.21.4 changelog specifies pillagers prefer to pick up Crossbows. This does not actually happen.

Steps:

• Summon the mob with command

  /summon pillager ~ ~ ~ {CanPickUpLoot:1b}
  

• Drop crossbow --> nothing happens
• Same issue with pillagers that already have a crossnow, they will not upgrade to an enchanted one.
• Expected behaviour: they pick up the crossbow like a piglin would.
