Item cooldowns are cleared after reloading the world

How it came about:
1. Enter the following command

/give @a minecraft:wind_charge[use_cooldown={seconds:100, cooldownGroup:"minecraft:custom_weapon"}]

2. Throw the wind charge to put it on cooldown
3.Exit and reload the world
You will find:
Wind Charge's cooldown has been reset
Expected:
Cooldown will not be reset
