Ender dragon spawn egg is no longer given when using pick block on the ender dragon entity

In 1.21.4 Release Candidate 2, I am unable to use pick block on the Ender Dragon to obtain the Ender Dragon spawn egg. However, in 1.21.3, I can use pick block to get the spawn egg. Identical to MC-258159.

How to reproduce:

1. Head to the End dimension
2. Attempt to use pick block on the ender dragon

Expected result:

I would receive an ender dragon spawn egg.

Observed result:

I do not receive an ender dragon spawn egg.
