Blocks not breaking or being placed

While in survival mode I am unable to place blocks in my Minecraft world halfway through fighting in an end city. I was also unable to destroy blocks.

 

I have not been able to reproduce the bug but it did initially occur while I was taking effects from the shulkers and throwing ender pearls.

 

If I switch to creative I can place and block, but switching back to survival I am still unable to place or remove.
