Mobs won't spawn in superflat deep dark world when gamerule DoMobSpawning is set on true

Steps to reproduce:

1- Create a superflat world with the deep dark biome id on it.

2- Turn on the DoMobSpawning gamerule.

As you can see these mobs won't spawn in the superflat deep dark world.
