Unable to deactivate/shear tripwire

Playing in 1.21.3 with winter drop experiment enabled (but not redstone experiments). I set up a tripwire hook and needed to shear the string to deactivate the tripwire. I left-clicked on the string once with shears.

What I expected to happen was...:
The tripwire hook would deactivate. 

What actually happened was...:
The string broke. 

Steps to Reproduce:
1. Place two tripwire hooks 1 block apart facing each other
2. Place string in the middle
3. Use shears to left-click on the string once
