Arrow entity desync

Repro steps:
1. Up a dedicated server on snapshot 24w45a
2. Connect to it with 2 clients
3. Make them operators
4. Switch them both to creative mode
5. Obtain a regular bow
6. Hit the hitbox of one of the players with arrow projectiles from the bow you've obtained
7. Observe the bug.
