[MC-278233] the "speed" for the tool component is broken

When the speed for custom tool set to more than 1 it instamine the blocks

Steps to Reproduce:
use this commands

give @p minecraft:stone_pickaxe[tool=\{default_mining_speed:1,damage_per_block:1,rules:[{speed:1.1,correct_for_drops:true,blocks:"stone"}]}] 1
