Campfires in superflat worlds do not emit smoke

Discovered while testing MC-149630. May relate to MC-139351.

The bug

If a layer of campfires generates as a layer in a superflat world, they will not produce smoke particles unless interacted with manually in certain ways.

How to reproduce

1. minecraft:bedrock,2*minecraft:hay_block,minecraft:campfire;minecraft:plains

2. Observe

Expected results

Plenty of smoke.

Actual results

No smoke, until you right click on one, or look at one in Spectator mode.
