Nether is blank (Doesnt load) 1.21 java fabric

got a modded server with my friends, i got a modpack with a lot of client side mods and when i go to the nether no blocks load, except the portal and other player placed blocks. i couldnt select version 1.21 for some reason. this doesnt effect single player worlds.
