Consumable sound component only allows default sounds

The sound portion of consumable component doesn't support custom sounds added by resource packs.

Steps to Reproduce:

1. Attempt to run command

/give @s stick[minecraft:consumable={sound:'empty'}]

Observed Results:
Command fails to run because the specified sound isn't located.

Expected Results:
Command would successfully give an item which either plays no sound or plays a sound as defined by users resource pack.
