Creaking hearts light up in the nether and the end

Relates to MC-277162. Despite not functioning in the nether and the end, creaking hearts will still light up, implying that they are in a valid position to function, when they are not.

Steps to Reproduce:

1. Place a creaking heart in the overworld
2. Notice it lights up, and at night spawns a creaking
3. Place a creaking heart in the nether or end
4. Notice it still lights up, despite being incapable of spawning a creaking

Observed Results:
Creaking hearts light up in dimensions they do not function in.

Expected Results:
They would only light up if they are in a valid dimension for spawning a creaking.
