Glowing Text on Signs does not Glow Correctly

What I expected to happen was...:
The text on the sign glows with an outline

What actually happened was...:
The outline of the text doesn't show, however the text itself still glows.

Steps to Reproduce:
1. Place down a sign
2. Write text on the sign.
3. Right click on the sign with "Glow Ink Sack"
