The upper halves of pale moss carpets cannot be replaced when attempting to place blocks in the same space as them

The Bug:

The upper halves of pale moss carpets cannot be replaced when attempting to place blocks in the same space as them.

Steps to Reproduce:

1. Place down some pale moss carpets.
2. Place down two blocks beside it.
3. Apply bone meal to the carpet if it doesn't stretch up the side of two blocks.
4. Attempt to replace the upper half of the pale moss with a solid block.

Observed Behavior:

The upper halves of pale moss carpets cannot be replaced.

Expected Behavior:

The upper halves of pale moss carpets would be able to be replaced.
