UI Bubble Popping is inconsistent when using Respiration

When wearing a piece of gear with the Respiration enchantment, the new Bubble popping UI animation plays at an inconsistent speed. When viewing the clip without Respiration, you see that the bubbles pop smoothly. In the clip with Respiration, the bubbles flicker at random frames of the popping animation.
