The draft report icon isn't initially visible when saving a report as a draft

The Bug:

The draft report icon isn't initially visible when saving a report as a draft.

Steps to Reproduce:

1. Join a world and open it to LAN.
2. Have another player join and type something in chat.
3. Navigate to the social interactions menu and begin making a report for the player.
4. Click the "Back" button and then click the "Save as Draft" button.
5. Look at the "Report player" button and observe if the draft report icon is visible.
6. Close the social interactions menu and reopen it once again.
7. Observe if the draft report icon is now visible.

Observed Behavior:

The draft report icon isn't initially visible.

Expected Behavior:

The draft report icon would be initially visible.
