The creaking can spawn in spaces that are way too small for it

The creaking can spawn inside solid blocks, even if more appropriate spawning locations exist.

Steps to reproduce

• Create a superflat world with void preset
• Place a creaking heart in the middle
• Run command /fill -8 -59 -8 24 -49 24 minecraft:stone replace air
• Dig out a small area where there's a 3 block gap
• Set time to night

Observed Results

• The creaking spawn inside blocks despite there being a 3 block tall space for it to spawn in

Expected Results

• The creaking would only spawn in places where there are 3 blocks of vertical space
