Creaking hearts in the nether or end dimensions do not spawn creakings

The Bug:

Creaking hearts in the nether or end dimensions do not spawn creakings.

Steps to Reproduce:

1. Enter the nether dimension.
2. Place a pale oak log, then a creaking heart above it, and then another pale oak log about the creaking heart.
3. Wait for a couple of seconds and observe if a creaking spawns.

Observed Behavior:

Creaking hearts in the nether or end dimensions do not spawn creakings.

Expected Behavior:

Creaking hearts in the nether or end dimensions would spawn creakings.
