Players' capes move up and down slightly when walking or sprinting at constant speeds

The Bug:

Players' capes move up and down slightly when walking or sprinting at constant speeds.

This issue does not occur when players are flying in creative mode therefore introducing an inconsistency.

Steps to Reproduce:

1. Ensure that you have a cape equipped and give yourself a high level of speed by using the command provided below.

   /effect give @s minecraft:speed 100 10 true

2. Enter F5 mode so that you can see your cape and walk at a constant speed.
3. Watch the movement of your cape closely.

Observed Behavior:

Players' capes move up and down slightly.

Expected Behavior:

Players' capes would not move up and down slightly.
