Creaking heart block break sound is noticably louder than its placement sound, even when deactivated

The creaking heart's block break sound is very loud compared to the blocks placement sound, even when the block is completely deactivated and not tied to a creaking mob.

Steps to Reproduce:

1. Set 'Blocks' volume to 10
2. Place and break the creaking heart

Notice how you can hardly hear the placement sound, where as the break sound is still loud. At the very least, this block would not be as loud when broken deactivated because it is having no substantial impact on gameplay (killing the creaking).
