Taigas can generate in snowy/frozen regions, looking out of place

Sometimes, taigas can generate in very cold areas of the world, leading to weirdness due to the biome being surrounded by snowy taiga and frozen rivers.

Steps to Reproduce

1. Create a world with seed 1.
2. Teleport to -500 200 -1200
3. Note the strange generation of the taiga.
