villager trades not going down despite multiple cures

my shepherd villager's wool prices dropped from 18 wool to 12 wool for an emerald and it stopped going down after that. I have cured it multiple times and it does not go down. I also tried a new zombie, a new villager and allowing the villager to sleep and its prices still do not go down.
