Mobs standing inside both lava and water produce the fire extinguishing sound every tick

Mobs standing in lava and water will continue to make "Fire extinguishes" sound.

How to reproduce:

1. Build the setup shown in the attached screenshot.
2. Summon a mob inside the two fluids.

Expected result:

The mob would not play the fire extinguishing sound since it never actually extinguishes.

Observed result:

The mob plays the fire extinguishing sound every tick.
