custom_data component has reduced functionality compared to old nbt tag

In old versions (tested 1.20) the clear command could remove items if one of the nbt tags matched.
With the new custom_data component, the entirety of the data seems to have to match to clear.
This behavior appears in 1.21.1 and all following versions that use the component I have tested
