Foxes eat soup won't leave the bowl

Foxes eat soup (the food contains bowl) won't leave the bowl.
This description is mostly same to MC-144173 which was fixed in 1.14. However, the bug happened again since 1.21.

Step to reproduce for example:

1. Prepare a mushroom stew and spawn a fox.
2. Throw the stew to the fox, then the fox will pick it up.
3. Waiting until the fox ate it.

Observed result:

The mushroom stew disappeared and there was no bowl in its mouth. Foxes shouldn't ate the bowl.

Expected result:

A bowl should be returned after the fox ate the stew.
