Unable to wear stacked armor

When applying stacked armor in the players inventory it will only apply one whereas when it is applied through right clicking it will all apply.

Steps to reproduce:

• Summon stacked armor using this command:

  /summon armor_stand ~ ~ ~ \{HandItems:[{id:"minecraft:leather_boots",count:64,components:{"minecraft:max_stack_size":64}},{}]}

• Take armor from armor stand and attempt to apply it in different ways (Normal clicking, shift clicking, right clicking outside of inventory)
• Observe inconsistency in applying armor
