Spectators' flying speed can be affected by water resistance

Players in spectator mode gets a speed reset when flying out of the water as sprinting, but logically this should not happen on spectators.

Expected Result:

Spectator players' speed can't be affected by water like when they flying out of water not as sprinting.

Observed Result:

Spectator players' speed can be affected.

Steps to Reproduce:

1. Find a river/an ocean
2. Run "/gamemode spectator" in the chat
3. Go into water, and then press the key "W", "ctrl" and space bar, see if your speed is slowed
