Some underwater explosions can still destroy item frames, paintings, armor stands, and other similar entities

Some underwater explosions can still destroy entities like item frames, paintings, armor stands and items. Creepers and TNT are not affected, regardless of mobGriefing status.

Affected:

• Explosions from submerged end crystals.
• Explosions from submerged respawn anchors

Note
Submerged projectiles which cause an explosion such as fireballs and wither skulls can destroy the mentioned entities, however they're destroyed because they get hit by the projectile, not because of the explosion itself.

How to reproduce

1. Create an underwater space.
2. Place an item frame, painting and armor stand close together.
3. Now place an end crystal or respawn anchor and trigger an explosion.

Expected result
The mentioned entities would remain intact, as the explosion source was underwater.

Observed result
The mentioned entities were destroyed.
