Cured zombie villager farmer harvests but doesn't plant seeds

When trying to set up a villager wheat farm I noticed that the farmer, once cured, will harvest the wheat but refuses to pick up and plant seeds. This issue does not occur when I use a regularly spawned villager. The composter also appears to be used, but nothing goes into it when the cured zombie villager tries to use it.
