Invisibility potion effect can be applied to an armor stand despite not doing anything

Steps to reproduce:

1. Summon an armor stand.
2. Apply the effect "Invisibility" to the armor stand (using commands).
3. Notice that the armor stand did not turn invisible, but the command completed successfully. Many other potion effects, however, work on an armor stand.
