Clear inventory in creative and commands doesn't work

What I expected to happen was...:
Shift clicking the destroy item box to clear inventory in survival inventory while in creative mode

/clear command not clearing inventory

What actually happened was...:
Trying to clear inventory by shift clicking destroy item does not work, if you try to use the /clear command after trying to shift click destroy item it will not work.

However if you move an item in your inventory and run the /clear command again only the items that were moved will be cleared.

Steps to Reproduce:
1. Be in creative, have items in inventory
2. Shift click destroy item box
3. use /clear <player>, says no items were found

4. move a few items in your inventory to a different slot

5. run /clear again and it will only clear the moved items
