Attribute modifiers do not apply when the item durability reaches 0
Steps to reproduce:
- Give a weapon with 0 durability.
/give @s mace[damage=500]
- Put it in mainhand and check your attributes.
/attribute @s attack_damage get
/attribute @s attack_speed get
Observed behavior:
These attributes remain their base values.
Expected behavior:
Attack damage is 6 and attack speed is 0.6.
