Custom Tooltips unable to be generated with Atlas gui.json

Steps to reproduce:

1. Create a base texture for frame called dye
2. Create a background called dye_red_background and their respective mcmeta
3. Create the frame mcmeta dye_red_frame.mcmeta
4. Create the permutattions on gui atlas, need to be called red_frame

Result: The tooltips show missing texture

Expected: Tooltip should be appear correctly, if maked manually it work correctly, the permutation maked by the gui atlas are correctly generated
