Realms villagers can't pick up items

In Relams field service, villagers are unable to actively and passively pick up food, which results in villagers not being able to reproduce or perform harvest actions, they can only be generated by command, but I don't want to do that

Also affected is the pigling, unable to actively pick up gold ingots, only for the player to actively right click to give them, I'm assuming it's a disabled creature backpack feature within the server
