Pistons can get stuck in an incorrect state if you leave and rejoin a world

Note: The reproduction steps are with minecart & redstone experiments enabled HOWEVER it happens with them disabled as well. It's just more consistent

If you relog, sometimes the piston will not get unpowered properly.
This will break the clock.

Reproduction Steps

• Build this
  
• Place a minecart on the detector rail
• Pause and leave the world as the minecart lands
• Rejoin the world
  (You may need to retry the last 2 steps a few times)

Observed Result

• The piston stays powered and the clock stops

Expected Result

• The clock wouldn't break on relog
