Items dropped from the hotbar are sometimes lost when the Survival Inventory tab is not selected

Steps to reproduce:

1. Obtain a stack of items and put them into a hotbar slot
2. Switch to tab other than Survival Inventory
3. Use the Drop key on the stack multiple times
4. Pick up the dropped items

Observed result:
You end up with less than a stack.

Expected result:
You end up with a stack of items.
