Cannot clear survival inventory by shift-clicking Destroy Item in creative mode

How to replicate:

Hold shift and left-click on the 'Destroy Item' slot in the survival inventory tab in the creative inventory.

Expected behavior:

All items in the survival inventory get removed/cleared.

Actual behavior:

No items in the survival inventory get removed/cleared.
