Bundles can be used when already empty

Bundles can be used when they are already empty. This plays the arm swing animation, despite no items being spit out of the bundle.

Steps to Reproduce:

1. Get a bundle
2. Try and use the item in first-person view

Result:

The bundle is usable and will show an arm swing animation despite being empty and not dropping any items.
