Wind Charges used on the perched Ender Dragon can launch the dragon up instantly

Steps to Reproduce:
1) Stand inside the exit end portal and look straight up
2) When the dragon is lands on the perch (just flapping wings), continue to fire wind charges at the body of the dragon
3) The dragon will not move whilst it is perching but as soon as it starts to leave, it will immediately be thrown into the air (the wind charges fired, the higher it goes)
