Observer detects removal of redstone power from copper bulb

Steps to reproduce:

1. Build the following setup:
   
2. Place a redstone torch next to the copper bulb
   The observer outputs a redstone signal
3. Remove the redstone torch next to the copper bulb.
   The observer outputs a redstone signal, even though the copper bulb's state has not changed.
