Drowned no longer chase players that are out of the water and during daytime

The bug

Drowned no longer aggro players that are out of the water and during daytime. It seems that it's caused by the fix of MC-129298.

How to reproduce

1. Spawn a drowned on land
2. Go to survival mode

-> The drowned will not chase you

      3. Now go to the water or set the time to night or the weater to thunder

-> The drowned will chase you
