The bug

Motion of some rideable entities suddenly stops when getting launched from wind charge. Related to MC-266721

Steps to reproduce

1. Place a boat.
2. Ride the boat.
3. Use a wind charge while looking down.

All affected mobs:

1. Horse
2. Donkey
3. Mule
4. Skeleton horse
5. Zombie horse
6. Camel
7. Boat (raft)
8. Boat (raft) with chest

Entities not affected:

1. pig
2. strider
3. minecart
