rail cannot catch minecarts correctly

1.place a rail

2.place a soul sand over the rail

3.put another rail on the soul sand

4.place a minecart on the upper rail

5.break the upper rail

in older versions like 1.21, the minecart could be teleported to the bottom rail, but in 24w34a, the new snapshot, it doesnt work
